When it comes to government jobs, if you try to advance in a simple, linear fashion, you could be waiting for a long time. It can thus be a good idea when trying to advance in government jobs to look for opportunities in related departments rather than simply trying to move straight up. Opportunities for horizontal advancement can even be useful - sometimes, moving to a similar job in your department or a related one will not improve your current position, but it may put you in line for further advancement in the near future and could offer higher pay.
